중국 공산당은 대외정책 결정과정에서 가장 중요한 행위자였고, 현재에도 가장 핵심적인 역할을 한다. 그러나 중국의 국제적 위상이 높아지고 대외교류가 증대되면서 중국이 관여해야 할 대외이슈도 증가하였고 대외 정책에 영향을 주는 요인과 행위자들이 증가하고 있는 것도 사실이다. 그렇다면 대외정책 결정에 영향을 주는 행위자들이 다양해지면서 공산당의 지배적 영향력은 축소되는가? 또는 당이 새로운 행위자들을 활용하여 당의 결정에 대한 합법성과 정당성을 강화할 것인가? 대외정책에 영향을 주는 요인과 행위체가 다양해졌다는 것은 대외정책 결정과정에서 중국 공산당의 지배적인 영향력의 축소로 이어질 수 있다. 하지만 중국 공산당은 당-국가 체제를 유지하며 당이 대외정책 결정과정에서 지배적 역할을 지속시키는 메커니즘을 유지하려고 할 것이다. 중국이 대외이슈가 상대적으로 단순하고 개인의 권위에 의해 결정되는 이전 시기와는 다르게 당의 방침을 일방적으로 강요하거나 전달하는 방식은 실현 가능성이 매우 낮다. 따라서 중국 공산당은 외사영도소조, 중앙정치국의 집단학습 및 전문가 집단으로부터의 정책조언 등 관련 행위체의 이해관계를 조정하고 협의할 수 있는 다양한 형식의 장을 이용하여 공산당의 방침에 대한 합법성과 정당성을 강화하고자 할 것이다.
The Chinese Communist Party was the most important actor in the foreign policy decision making process, and currently also plays the most key role. However, as China`s international status has risen and hence foreign relations have increased, it is also a fact that foreign issues that China should be involved in have increased and actors influencing China`s foreign policies are also increasing. Then, is the prevailing impact of the Chinese Communist Party reduced as actors influencing China`s foreign policies get diversified? Or, will the Communist Party use new actors to strengthen the legitimacy and justification of its decision? The diversification of actors influencing foreign policies can be associated with the reduction of the Chinese Communist Party`s impact the foreign policy decision making process. However, the Chinese Communist Party will try to keep the Party-State system and the mechanism that continues the Communist Party`s prevailing roles the foreign policy decision making process. Different from itself in the past when foreign issues were relatively simple and determined by individuals` authorities, the possibility that the Chinese Communist Party will unilaterally force and deliver its measures is very low. Thus, the Chinese Communist Party will try to strengthen the legitimacy and justification of its measures by using various types of opportunities for controlling and negotiating interest among related agents including the Foreign Affairs Leading Small Group, collective learning in the Political Bureau of the CPC Central Committee, and political advice from expert groups.
