청소년폭력에 대한 프랑스 정부의 대응

청소년 도시폭력과 학교폭력을 중심으로

본 연구의 목적은 프랑스 청소년 도시폭력과 학교폭력을 중심으로 청소년폭력에 대한 프랑스 정부의 대응을 탐색하여 그 사례가 우리에게 주는 시사점이 무엇인지를 살펴보는데 있다. 연구를 통해 프랑스 사회의 청소년폭력 현상은 어떻게 전개되어졌으며, 그에 따른 프랑스 정부의 정책적 대응과 그 특징은 무엇인지를 밝히고자 하였다. 이를 위해 본 연구에서는 관련 선행연구들과 프랑스 교육부 보고서, 공문 및 공람, 법령 등을 수집하여 분석하였다. 연구결과, 초기에는 청소년 도시폭력 현상을 중심으로 프랑스 사회에서 정치적 이슈화가 이루어졌지만 점차 학교폭력으로 청소년폭력 현상을 살펴봄으로써 학교교육의 교육적 회복, 학교구성원 간의 관계의 질 회복 등 교육적 담론으로 전환되었음을 밝혔다. 최근 프랑스 정부는 학교폭력에 대한 대응으로 학교분위기 조성 정책을 시행함으로써 기존의 사후접근에서 사전 예방적 접근으로 전환하였다. 끝으로 프랑스 정부의 대응사례를 통해 우리 사회에 주는 시사점을 밝혔다.

The purpose of this study is to explore the policy against youth violence in France focusing on the youth urban violence, the school violence and its implications for Korea. It’s about looking at the phenomenon of youth violence, and what is the policy response and its characteristics in France. This study has investigated in the previous literatures, research reports and official letters of the Ministry of Education related to youth violence in France. The question of the youth urban violence was a mainstream for political issue in France in the 90’s which had been turned out to the educational discourse since 2000’s. Concretely, it concerns the school’s role and the educational environment such as a qualitative relationship and communication in the school. This is the reason for strengthening the <school climate policy> lately, which is considered as a ‘proactive approach’ of the school violence, not post-approach. Lastly, the case of the France revealed the implications for Korea.
