최근 유럽연합에서는 기존의 육역(陸域)공간 뿐만 아니라, 해역(海域) 사이의 초국경 교류와 월경협력을 장려하고 있다. 이 중에서도 북해(北海) 지역의 사례는 근래에 들어 환경과 경제의 측면에서 가시적인 성과를 보여주고 있다. 오래 전부터 북해 해역권에는 영국과 독일 북부가 포함되어, 유럽에서도 초기 산업화가 시작된 지역이었다. 그러나 연안의 추운 기후와 발전상의 지역격차 등으로 인해 스스로 가진 성장의 잠재력에 비해서 상대적으로 저평가 되어왔던 지역인 것도 사실이었다. 그러나 북해에서는 오랜 기간에 걸친 민족 및 물자의 이동과 언어상의 공유, 문화적 소통이 이루어져왔으며, 지금은 유럽연합의 핵심인 독일, 프랑스, 영국 사이에 위치하여 그 지정학적 중요성이 재조명되고 있는 지역이다. 이 연구는 북해지역에서의 초국경 협력체제와 월경네트워크의 형성사례에 대해 구체적으로 살펴봄으로써, 그 배경과 과정, 특성, 운영논리를 이해하고자 한다. 전반적으로 북해의 경우, 1980년대까지는 환경문제를 중심으로 한 연안국과 지역들 사이의 다자간 협약체제가 형성되었다. 북해의 심각한 오염문제가 초국경 협력을 자극하여 본(Bonn) 협정, 오슬로(Oslo) 협약, 파리(Paris) 협약 등이 순차적으로 체결되었으며, 이는 협력체제의 시작이자 근간이 되었던 것으로 평가된다. 1990년대 이후 유럽연합의 형성에 따른 글로벌 환경변화에 따라, 북해지역은 유럽연합의 새로운 관심과 지원을 받게 된다. 그것은 인터렉(Interreg)에 의한 초국경 협력프로그램(North Sea Region Programme)을 비롯하여 북해지역프로그램 2020, 북해지역위원회(North Sea Commission) 등으로 나타났다. 이러한 새로운 제도와 프로그램은 유럽의 다른 월경지역들에 비해서 상대적으로 늦게 출발한 북해 연안의 협력과 네트워킹을 공고하게 만든 것으로 보인다. 즉 북해의 해역을 둘러싼 연안에서의 월경활동과 그 성과들이 아직 현재진행형이고 앞으로 많은 과제들이 산적해 있기는 하나, 전반적인 양과 질의 측면에서 협력은 성공궤도에 오르고 있는 것으로 파악되었다. 결론적으로 이 연구는 불리한 자연적, 지리적 조건 및 상호 침략과 앙금의 역사를 극복하고 새롭게 나타난 북해의 초국경적 협력사례가 아시아에서 함께 살아가는 우리나라 및 인접 연안지역의 미래 청사진에도 일말의 시사점을 주고 있음을 발견하였다.


The north sea region refers to European countries and regions bordering the North Sea. The north sea region belongs to the most prosperous parts of the European Union. The north sea region has the potential to act as an engine for growth in Europe and as a centre of excellence for wider EU issues through developing existing cooperation efforts, cross border networks, improving policy efficiency and value for public money. However, there are notable differences concerning economic performance and employment between the areas in the north sea region. Although not a formally established entity, in political terms the north sea region is consolidated through international organizations like the North Sea Commission(NSC) and transnational co-operation programmes like the north sea region Programme(NSRP) of the European Union. The NSC and NSRP regards the north sea region as a territorial cooperation area. The partnership of the NSC consists of most municipalities in Norwegian, Sweden, Danish, Germany, Netherlands, England and Scotland. Currently, the socioeconomic structure of the regions bordering the North Sea is undergoing considerable changes. The north sea region Programme(2014-2020) supports transnational regional development projects along four priorities(building on our capacity for innovation, promoting the sustainable management of environment, improving the accessibility of places, promoting sustainable and competitive communities in the north sea region). Its strategic focus is on the major challenges and common characteristics where there is added value in transnational action and collaboration. So, the main result of this study was that the features of north sea region are mainly determined by regional institution building in cross-border activity, such as many cross-border agreements, conventions and international organizations. Finally, this study provides some useful implications for formation and development of cross-border network and territorial cooperation in Asia.
