한국에서도 2016년 8월 공공외교법이 발효됨으로써 적극적인 공공외교 수행이 예상된다. 공공외교분야에서 선진국인 미국의 경우, 상당히 정교하면서도 치밀한 공공외교정책을 수행하고 있다. 본 연구는 한국의 공공외교법이 추진하고 있는 공공외교와 미국의 공공외교를 비교하였다. 공공외교의 효율적 수행을 위한 요건은 다음과 같다. 공공외교의 목적이 명확해야 하며, 공공외교정책을 추진하기 위한 기획능력도 중요하다. 또 추진기구의 자원동원능력과 유기적인 협조체계가 중요하다. 아울러 공공외교성과를 평가할 수 있는 평가방법과 기구등의 요건등이다. 한국의 공공외교의 목표가 보다 구체적이고 명확해야 할 필요가 있다. 공공외교 종합계획을 수립하는 과정에서 보다 전문가들이 많이 참여해야 할 것이다. 공공외교 추진기구는 정부내에서 국가의 자원을 총동원하여 활용할 수 있는 위치에 있어야 한다. 평가는 제 3자적 기구를 통하여 엄정하고 정확한 평가를 해야 한다. 이로써 공공외교에 투자되는 자원의 효율성을 담보할 수 있다.

Korean government will take more positive public diplomacy policy implementation based on the Public Diplomacy Law which came into effects on August 2016. positive enforcement. The United States has done a fairly sophisticated and elaborate policy implementation in public diplomacy. This study compared the US public diplomacy and Korean public diplomacy powered by the Public Diplomacy Law. In order to efficient conduct of public diplomacy, there are four necessary check points. The objective of public diplomacy should be clear and the planning skill and ability are also important. Resource mobilization capability and organic cooperation of enforcement agencies is essential. This assessment method and rating system for evaluating such performance is of core importance to public diplomacy. The goal of Korean public diplomacy needs to be more specific and clear. More public diplomacy experts should be involved more in the process of establishing a comprehensive public diplomacy plan. Government agency responsible for public diplomacy should be in a position to take advantage of the mobilization of resources from the national government. Measurements shall be an exact and accurate assessment mechanism via the third party. This can guarantee the efficiency of the resources invested in public diplomacy.
