2000년대 이후 정책연구와 정책 결정 과정은 증거기반정책(Evidence-Based Policy, EBP)개념을 중심으로 발전해 왔다. 증거기반정책은 정책의 형성, 수립에 있어서 이념이나 의견이 아닌 증거(evidence)에 기반을 두고 결정해야 한다는 사조(思潮)이다. 본 연구는 증거기반정책의 개념과 연구 동향을 정리하고, 복지정책 분야에의 적용 사례를 분석한다. 분석 결과 행정 빅데이터 분석이나 사회과학 실험을 통한 정책 평가, 분석이 가능한 북유럽, 미국, 영국 등과 달리 한국은 아직 행정 빅데이터의 자유로운 연구 활용에 제약이 많았고, 정책실험 역시 지방자치단체 단위에서 이제 막 시작되는 단계였다. 앞으로는 이러한 문제들이 개선되어 이데올로기나 의견이 아닌 증거를 기반으로 정책을 결정되는 문화가 정착될 필요가 있다.

Since the 2000s, policy research and policy-making processes have developed around the concept of Evidence-Based Policy (EBP). Evidence-based policy is the trend that decisions should be made based on scientific evidence, not ideology or opinion, in the formation and establishment of policies. This study summarizes the concept of evidence-based policy and research trends, and analyzes cases of application to welfare policy. As a result of the analysis, unlike the Nordic countries, the United States, and the United Kingdom, Korea still had many restrictions on the free use of administrative big data for research, and policy experiments are just beginning at the local government level. In the future, these problems need to be improved and a culture in which welfare policies are decided based on evidence, not ideology or opinions, needs to be established.
