본고는 淸初에 대내외로 활동하면서 정치, 경제, 사회적 현안을 조율하고 해결해 나갔던 타타라 잉굴다이(Tatara Inggūldai. 他塔喇英俄爾岱)에 주목한 연구이다. 여진이 부락에서 국가로 변모해가던 시기는 잉굴다이가 장수로 전장을 누비던 牛彔額眞[niru ejen]에서, 홍타이지의 황제권 강화를 위한 구성원이자 농업 생산의 발전, 戶口 관리, 물자 부족 해결 등 국가 재정을 담당하는 戶部承政으로 청 내부의 발전에 공헌하던 시기였다. 이후 잉굴다이는 도르곤(Dorgon) 섭정기에도 연임되어 천총 5년(1631) 戶部가 설치된 이후 가장 오랜 기간 호부의 일을 담당하였다.
게다가 잉굴다이는 홍타이지의 각별한 신뢰를 바탕으로 대조선정책을 주관한 최일선의 실무자였다. 청초 조선은 청에 정치, 군사, 경제적으로 위협인 동시에 위기 극복을 위한 대안으로 중요한 위치에 있는 나라였다. 이에 잉굴다이는 홍타이지의 명에 따라 여러 차례 조선에 파견되어 양국 간의 戰後 협상 및 관계 수립, 무역 개시, 물자 보급과 포로 송환 등의 현안을 처리하였다.
만주의 흥기 속에 잉굴다이 역시 성장하며 국가의 발전과 변화에 역할을 하고 있었다. 그러나 청초 중앙 행정 조직에서 만주인의 역할이나 위상은 축소되거나 중요 인물에 대한 간략한 설명에 국한되어 있었다. 따라서 본고는 잉굴다이의 성장을 통해 다변화하는 16〜17세기 동아시아 세계에서 국가 건립과 안정을 위해 노력했던 청 제국 만주인들의 역할과 위상을 다시금 조명하고 나아가 청초 정치, 경제, 사회의 성장과 변화과정을 조감해 보고자 한다.

This paper investigates Tatara Inggūldai who coordinated and solved pending political, economic, and social issues in and outside early Qing. As the Jurchens transformed themselves from a village to a state, Inggūldai transformed himself from a general who dominated the battlefield of Niru Ejen to Hobuseungjeong who contributed to the internal development of Qing by taking charge of the state finance covering the development of agricultural production, census management, and resolution of material shortage as well as a member of the dynasty to reinforce the imperial power of Hong Taiji. Later, he served consecutively in the dynasty even during the regency of Dorgon, supervising the Hobu for the longest time since its establishment in the fifth year (1631) of Hong Taiji"s reign.
Moreover, Inggūldai was a working-level official that supervised Qing"s policies against Joseon on the frontline based on Hong Taiji"s special trust in him. In its early years, Qing considered Joseon to be a political, military, and economic threat and put it in an important place as an alternative to overcome a crisis. Inggūldai was dispatched to Joseon several times by the order of Hong Taiji, taking care of pending issues including postwar negotiations and relationship establishment, opening of trade, material supply, and repatriation of war prisoners between the two states.
Inggūldai made growth amid the rise of the Manchus, playing his roles in the development and change of the state. The roles and status of Manchus, however, were reduced in the central administrative organization of early Qing with only brief explanations added to major figures. This study set out to shed new light on the roles and status of the Manchus, who made efforts to establish and stabilize a state in the world of East Asia that diversified in the 16th and 17th century, in the Qing Empire and further get an overall view of Qing"s growth and changing process in politics, economy, and society in its early years by tracing the growth of Inggūldai.
