本稿では、被災地市民の行政に対する信頼に着目し、東日本大震災被災地である仙台市を事例に、被災地で実施されたサーヴェイデータを用いて住民の行政への信頼について分析を行った。また、「行政のパフォーマンスへの評価が信頼に影響を与えているのか」というリサーチクエスチョンの下、市民の行政のパフォーマンスに対する評価をサーヴェイデータから確認し、回帰分析を行った。 その結果、7割近い市民が行政のトップである仙台市長を信頼していることが示された。また回帰分析により、震災後の地方行政の仕事ぶりに対する評価が高いと、その後の仙台市長に対する信頼も高くなることが示された。
In this paper, we focus on disaster-affected citizens’ trust in governments, taking Sendai, an area affected by the Great East Japan Earthquake, as an example. An analysis of Sendai residents’ trust in their government was conducted using data from a survey of the disaster-affected area. In addition, citizens’ evaluations of government performance were identified from the survey data, and a regression analysis was performed, centering on the research question, “Do evaluations of government performance affect trust?” Our results show that nearly 70% of the citizens trusted the mayor of Sendai, the head of the government. Moreover, according to the regression analysis, if citizens’ evaluations of the local government’s post-earthquake activities are highly favorable, subsequent trust toward the mayor will also be considerable.
