This paper focuses on the policy making process about China’s accession to the WTO under Jiang Zemin’s leadership. By applying systemic thinking method this paper tries to reveal the key decision-maker―Premier Zhu Rongji’s thinking patterns regarding domestic and international economic policies.
This paper consists of two parts. The first part explores Zhu’s feedback thinking about state-owned enterprises and related policy variables. By studying causal factors influencing Zhu’s understandings of state-owned enterprise reform, this part discusses whether there was feedback thinking in Zhu’s policy making processes. The second part analyzes whether Zhu had feedback thinking confronted with Asian financial crisis. At the same time, this part explores whether he exhibited dilemma thinking based on the causal map of their responses to the 1997 Asian financial crisis.
By analyzing the causal map of Zhu, this paper discusses how the Chinese government insists reform and opening door policy and successfully engaged in globalization. There are two conclusions: 1) Zhu had abundant feedback thinking on state-owned enterprise reform, technological development, and market economy; 2) Zhu had feedback thinking on the positive causal relation between Chinese economy and Asian financial crisis.
