박제가는 궁핍하고 굶주려도 노동을 하지 않는 士의 태도를 비판하고, 그들 또한 생업을 가지고 노동을 함으로써 가난에서 벗어나야 함을 주장한 대표적인 북학파 인물이다. 박제가가 바라 본 조선은 삶의 기본적인 여건(利用厚生)조차 제대로 갖출 수 없는 가난한 나라였다. 그러므로 사회지배층인 士가 앞장서서 백성과 나라를 구제해야 한다고 보았다. 그러나 현실은 놀고먹는 士(遊食者)가 점차 증가하여 나라의 병폐로 자리 잡은 지 오래였다. 박제가는 이 중에서도 학문적 능력과 경제력이 존재하지 않는데 과거에만 매달리는 유식자를 도태시켜야 한다고 여겼다. 또한, 조선은 가난한 나라이면서도 최소한의 利조차 허용하지 않음으로써 商이 실종된 상태에 도달해있었다. 사회에서 商은 통(通)하는 역할을 담당했다. 이는 물품을 적재적소에 옮김으로써 백성이 필요한 물품을 안정적으로 장만할 수 있게 하는 것이었다. 그러므로 박제가는 실종된 商의 역할을 되살림으로써 백성과 나라를 안정시켜야 한다고 생각했다. 박제가는 유식자와 商 문제를 별도로 보지 않고 서로 연결시키는 착상에서 해결안을 강구해냈다. 박제가는 우선 과거제의 절차를 엄격히 해야 한다고 주장했다. 특히 천거제를 병행하여 검증된 사람의 추천을 받은 士만이 과거를 칠 수 있게 하고, 천거한 자에게는 상벌을 부여함으로써 제도가 원래의 의도대로 운영될 수 있게 해야 한다고 생각했다. 이후 과거를 칠 권한을 받지 못한 유식자에게 商을 권함으로써 생계를 열어주고 사라진 역할을 소생시키고자 했다. 그리고 유식자가 商으로서 부여받은 역할을 충실히 할 경우, 이 또한 사회지배층으로서 역할을 다한 것이므로 관직으로 진출할 수 있는 길을 열어두어야 한다고 보았다. 박제가는 士가 사회의 어느 위치에서든 백성을 이롭게 하는 역할을 충실히 할 때, 나라의 폐단이 사라진다고 보았다. 이와 같은 그의 생각은 사회지배층으로서 맡은 바 역할을 다하는 士를 키우는데 목적이 있음을 보여준다.

In the society of Choseon Period, the Confucian scholars thought that they should never pursue any activities for profit. However, in His book "BUK－HAK－EUI," Bak Jega, an 18th－century Buk－Hak scholar, insisted that Confucian scholars, especially Idlers, should be involved in commerce. Bak Jega had thinking that the country and people were poor, and that the ruling class should solve the problem. Since then, he has learned that the number of local elite who are dedicated to exams is increasing. Among them, poor Confucian scholars were just hoping for good luck to passing the exam, Which are representative Idlers. Meanwhile, Bak Jega thought that the merchant's activities had the role of shifting goods to the right place. This kind of commercial activity has helped to stabilize people's lives. Bak Jega, therefore, felt that the commercial population had to maintain the right line to help people. Bak Jega thought that the way to solve the Idler problem was Taeyu(汰儒). He adbocated the revision of the test system so that those who did not have academic ability and moral attitude would not be tested. Bak Jega believed that people excluded from the test should participate in commercial activities, and that those who made achieved success should be able to work in government. Through this process, he believed that everybody should be able to act as a ruler.
