The purpose of this study is to examine the Central Police Academy, which trains new police officers with the same function as the Coast Guard Training Center, the Police Human Resources Development Institute, which conducts professional course training for incumbent police officers, and the current status of martial arts training in overseas police training institutions, and thus to conduct a comparative analysis of the martial arts education of the new police training course of the Coast Guard Training Center to derive problems and suggest developmental improvement plans for martial arts education. As a result of examining the new police martial arts training course of the Coast Guard Training Center, the results of the progressive improvement plan were as follows. First, there is a need for martial arts education to rename martial arts subjects in order to instill awareness of essential subjects in officers to help them acquire professional knowledge and coping skills in response to field physical force. Second, there is a need to expand the number of class hours of martial arts education to strengthen martial arts competency and introduce an autonomous elective subject system in the field of martial arts that can supplement the small number of hours of martial arts education. Third, there is a need to maximize the learning effect by efficiently using the number of class hours of martial arts education, which is extremely insufficient. Fourth, it is necessary to expand the number of selected martial arts professors for each event because martial arts techniques such as boxing and taekwondo, which focus on strong blows, are needed in the situation of a police field crisis that requires preemptive suppression by fierce resistance. Fifth, there is a need to unify the instructors of martial arts education for the executive candidate class, which is currently being taught by two martial arts professors. Sixth, there is a need to introduce an evaluation system similar to actual combat. Since police martial arts require long-term time and effort through repetitive skill mastery, there will be limitations in acquiring them perfectly within the police education period and applying them to the field. However, priority should be given to police mental education so that new police officers can feel the necessity of police martial arts even after appointment and voluntarily develop their professionalism.

본 연구는 해양경찰교육원과 동일한 기능을 하는 신임 경찰관을 양성하는 중앙경 찰학교와 현직 경찰관을 대상으로 전문과정 교육을 실시하는 경찰 인재개발원, 국외 경찰교육기관의 무도교육의 현황을 살펴보고 해양경찰교육원의 신임 경찰 교육과정 의 무도교육과 비교 분석하여 문제점을 도출하고 무도교육의 발전적 개선방안을 제 시하는데 그 목적이 있다. 해양경찰교육원의 신임 경찰 무도교육 과정을 고찰한 결 과 그 발전적 개선방안은 다음과 같은 결과를 얻었다. 첫째, 무도교육이 현장 물리력 대응에 있어 전문적인 지식과 대응기술을 습득할 수 있는 필수과목의 인식을 심어주 기 위해 무도의 교과목명을 개칭할 필요성이 있다. 둘째, 무도역량을 강화하기 위한 무도교육 시수의 확대와 적은 무도교육의 시수를 보완할 수 있는 무도분야 자율 선 택과목제 도입의 필요성이 있다. 셋째, 턱없이 부족한 무도교육의 시수를 효율적으로 사용하여 학습효과를 극대화할 필요성이 있다. 넷째, 극렬하게 저항하여 선 제압이 필요한 경찰 현장 위기의 상황에서 강력한 타격 위주의 복싱, 태권도와 같은 무도 기술이 필요하므로 종목별 무도교수의 선발인원 확충이 필요하다. 다섯째, 현재 2명 의 무도교수가 교육하고 있는 간부후보반 무도교육 지도교수의 단일화의 필요성이 있다. 여섯째, 실전과 같은 평가체계 도입의 필요성이 있다. 경찰 무도는 반복과정의 기술 숙달을 통한 장기간의 시간과 노력을 필요로 하기에 경찰 교육기간 내에 완벽 히 습득하여 현장에 적용하기에는 한계가 있을 것이다. 그렇지만 신임 경찰관들이 임용 이후에도 경찰 무도의 필요성을 느끼고 자발적으로 전문성을 키워나갈 수 있도 록 경찰 정신교육이 선행되어야 할 것이다.
