In 1864, the Zongli Yamen(總理衙門) had already begun to intervene in Joseon(朝鮮) affairs by being involved in the border issues between Jilin(吉林) and Joseon. It was because the ministers of Zongli Yamen doubted the relationship between Joseon and Russia, as Russia took over a vast territory from the Qing Dynasty during the Second Opium War, and faced the border with Joseon by the Tumen River, which caused Korean peasants" collective immigration to Russian territory. However, Zongli Yamen decided that negotiations with the Joseon Dynasty were out of his authority, so it did not step out and direct General of Jilin(吉林將軍), nor did it communicate directly with the Joseon Dynasty. Deliberately, it tried to hide its intervention with Joseon affairs. Since then, Zongli Yamen continued to formally do not directly negotiate with the Joseon Dynasty, but in fact, deeply involved in the issues of Korean immigrants moving to Russia. However, Zongli Yamen emphasized the autonomy of Joseon in dealing with the relationship between Joseon and Russia, and tended to avoid its responsibility as the “upper country(上國)”. These tendencies are consistent with the way Zongli Yamen handled the problems between Western powers and Joseon since the French campaign against Korea(丙寅洋擾) in 1866.
