코로나19(COVID-19)로 인해 한국뿐만 아니라 북한 경제가 받는 충격도 상당히 심각한 것으로 전해지고 있다. 그러나 실제로 북한 내에서 코로나19에 따른 경제적 파급효과가 어느 정도에 달하는지에 대한 실증연구는 부족한 실정이다. 기존의 북한에서의 재난 및 자연재해 관련 연구를 살펴보면 북한 내 재난 및 자연재해 현황과 이에 대응하기 위한 제도적 측면에만 초점이 맞추어져 있다. 이에 따라 본 연구는 코로나19에 따른 경제적 영향을 북한의 경제구조를 반영한 CGE 모형을 활용하여 정량적으로 분석하였다. 코로나19에 따른 북한 내 피해규모는 2020년 1∼8월 북·중 교역 규모 전년대비 감소율이 전체 교역에도 동일하게 적용된다는 가정하에 분석을 수행하였고, 코로나19에 따라 시장에서의 민간소비가 북·중 교역 규모 감소율의 100%, 50%, 25% 수준일 경우를 시나리오로 설정하고 분석을 실시하였다. 분석결과 코로나19로 인해 수출이 70.3%, 수입이 70.1% 감소하고, 시장(비공식부문) 소비가 17.5% 감소하는 경우 북한의 실질 GDP는 약 1.56%, 농산물 생산이 2.12%, 감소하고, 농산물 가격은 7.66%, 환율은 7.07% 증가하는 것으로 분석되었다. 총소비는 비공식소비 감소에 따라 16.03% 감소하는 것으로 나타났는데, 총소비 감소율이 시장(비공식부문) 소비 감소율보다 낮은 이유는 북한의 계획경제 부문이 비공식부문 소비 감소를 일정 부분 보완해주기 때문으로 풀이된다.

The economic shock of not only South Korea but also North Korea due to COVID-19 is quite serious. However, there is a lack of research on the extent to which the economic ripple effect of COVID-19 in North Korea reaches. Existing studies related to natural disasters in North Korea focus on the current status of natural disasters in North Korea and the institutional aspects to cope with them. This study quantitatively analyzed the economic impact of COVID-19 using the CGE model reflecting the North Korean economic structure. As a result, if exports and imports decrease by 70.3%, imports decrease by 70.1%, and market consumption decreases by 17.5% due to Corona 19, the real GDP of North Korea decreases by about 1.56%, agricultural product production decreases by 2.12%. The agricultural product prices and exchange rate increased by 7.66% and 7.07%. Total consumption decreases by 16.03% due to the decrease in informal consumption, and the reason why the decrease in total consumption is lower than that in the marketplace is explained by the planned economic sector of North Korea partially supplementing the decline in the informal consumption sector.
