The purpose of this study was to suggest improvement direction of school physical education, more specifically school sports club and elite sports following integration of Korea Sports Council(KSC) and Korea Council of Sports for All(KOCOSA). To propose improvement direction of school physical education according to integration of two big sport organization of KSC and KOCOSA such data as previous researches and policy data were analyzed, and semi-structured in-depth interviews were made with physical education teachers(3), coaches(3), sports instructors(4), and persons in charge of sport administration(2). Semi-structured interview questions were related with school physical education managing system, school sport facility, school sport instructor, and school sport program. Analysis of related preceding researches and collected data came to the conclusions that Korean Sport & Olympic Committee(KSOC) should support the school physical education from four dimensions by reconstructing managing structure of sports. First, school sport teams and school sport clubs have to be integrated on ‘League Division I.’ Second, school sport facility standard should be strengthened and school sport facilities and local community sport facilities should be affiliated to secure sport complex to share. Third, KSOC should actively support olympic sports, so that students enjoy various sports including new sports popular to students. Such efforts might contribute to solving the problem of recruit student athletes. Fourth, KSOC should take accountability for selecting and educating expert sport instructors and dispatch them to each school to provide students with high quality of teaching services.

이 연구는 대한체육회의 통합에 따른 학교체육, 구체적으로 학교 클럽스포츠와 엘리트체육의 개선 방안을 새롭게 제안하는데 목적이 있다. 학교 체육의 개선 방안을 제안하기 위해 관련 선행 연구, 정책 자료 등을 분석하고, 현장 체육지도자와의 반구조화 심층 면담을 실시하였다. 반구조화 심층 면담은 학교체육의 운영 주체라고 할 수 있는 체 육교사(3명), 스포츠강사(4명), 코치(3명)와 생활체육정책 담당자(2명)를 상대로 이루어졌다. 정과 회 체육의 주요 영향 요인이라고 할 수 있는 학교체육 운영 구조, 학교체육 시설, 학교체육 프로그램, 학교체육 지도자 등에 대한 반구조화 심층 면담 내용과 관련 정책 자료 등을 분석한 결과, 다음과 같은 결론을 얻었다. 첫째, 리그제를 도입하 고, 학교스포츠클럽과 학교운동부를 1부 리그로 통합 운영해야 한다. 둘째, 학교체육 시설 기준을 강화하는 동시에 학교와 지역 사회의 연계 종합체육시설을 확보해야 한다. 셋째, 올림픽 스포츠의 비중을 늘려 학생들이 다양한 스 포츠를 경험할 수 있도록 하고, 그에 따른 엘리트 선수 고갈 문제를 해결해야 한다. 넷째, 전문성을 갖춘 체육 지도 자를 선발, 배치하여 학교스포츠클럽의 질적 향상을 꾀해야 한다.
