본 연구는 신안지역이 최근 지방자치 역량을 강화하고 낙후지역으로서의 이미지를 벗기 위해 다양한 시도를 행하는 것에 맞추어 문화예술을 기반으로 한 새로운 해양관광콘텐츠 개발 방향을 제시하고 했다. 섬으로 구성된 신안지역은 인접 지역과 연계가 가능하고, 유네스코(UNESCO)가 신안군 전체를 생물권보전지역으로 확대 지정함으로써 아름다운 자연환경과 다양한 유ㆍ무형의 자원을 보유하고 있어 이를 활용할 다양한 전략적 접근이 필요한 시점이다. 또한 김환기 화백과 같은 세계적인 거장을 배출한 지역의 특색을 살려 김환기 아트페스티벌 개최 등의 문화예술축제를 개최하고 있다. 신안군은 이제 이러한 특징을 살린 문화예술 관광환경 조성을 통해 지역경쟁력 강화에 더욱더 노력을 기울여야 하고, 과거 양적인 성장에서 벗어나 이제는 신안군의 예술, 역사, 문화, 전통, 그리고 지리적 특성이 조화를 이루는 질적 성장으로 전환할 필요가 있다. 이에 본 연구는 그 목적을 신안군 지역의 문화예술을 기반으로 한 해양관광콘텐츠를 개발하기 위한 방향으로 김환기 화백과 같은 사람 중심의 지속발전가능한 방향을 제시하였다. 즉, 김환기 화백과 같은 사람 중심의 해양문화예술 관광콘텐츠를 개발하여 문화예술 관광산업으로 연계하여 지역경쟁력을 강화할 수 있는 방안을 도출하고자 한 것이다. 그리고 이를 위한 지역문화예술 관광콘텐츠를 문화예술 관광산업으로 발전시킨 성공사례인 일본의 나오시마 섬 등의 사례를 분석하였다. 이를 통해 지역문화예술 관광콘텐츠 조건과 신안지역 문화예술 원천 소스가 되고 있는 김환기 화백의 현황을 파악한 뒤 스토리텔링이 있는 문화예술 해양관광콘텐츠의 개발방향을 제안하였다. 신안지역 문화예술자원(cultural-art resources)은 역사적으로 지역문화가 특성화되고, 사회적으로 문화권역이 전개되는데 기여한 김환기 화백의 문화예술 해양관광콘텐츠 등을 말한다. 따라서 ‘예술대상+예술가+예술작품+독자ㆍ청중ㆍ관객’의 관계 속에 있는, 무한성과 유한성, 개인성과 사회성, 그리고 수동성과 능동성 등을 깊이 있게 살펴보면 신안지역 사람들의 모습과 활동이 스며들어 있다. 또한 신안지역 문화예술이 역사적으로 특성화되는 면에서 구비전승자원뿐만 아니라 고기잡이 외에 바다와 배를, 민간적인 신앙ㆍ의례ㆍ놀이ㆍ노동의 도구(매체)와 융합시키는 신안지역민의 종합예술제의 장에서 표출된다. 이는 척박한 바다와 섬 생활을 위해 해양신격을 모심으로써 일생과 생산의 주기에 따른 의례를 거행할 뿐만 아니라 언어적 진술과 문학적 형상에 의한 미적 전유행위를 시도하는 데서도 나타난다. 그 결과 대상→본질→인식→의식→현상→실천→정서와 관련된 민속문화(民俗文化)의 소통장치(疏通裝置)가 구축되고, 민속과 관련된 생명의 생태성, 적응의 자연성, 다양의 개방성, 의식의 진취성 등 신안 지역 특유의 도서정신(島嶼精神)이 구현된다. 신안지역 섬의 사람, 전통과 문화, 자연이 조화를 이루는 문화예술 관광 섬으로서 신안군의 문화예술 해양관광콘텐츠 개발방향은 신안군의 새로운 이미지 형성과 성장 동력의 기반을 마련하는데 기여할 수 있을 것이다. 따라서 향후 연구에서는 본 논문의 개발방향을 체계적이고 심도 있는 지속가능콘텐츠와 관광코스로 개발하기 위한 실질적인 조사가 이루어지기 바란다.

This study suggests the direction of development of new marine tourism contents based on culture and art in accordance with various attempts to strengthen the local autonomy capacity and to remove the image as a backward region. The Shinan area consisting of islands can be linked with neighboring areas, and UNESCO has expanded the entire Shinan area as a biosphere reserve area, thus possessing a beautiful natural environment and a variety of tangible and intangible resources. Therefore, it is necessary to take various strategic approaches to utilize them. In this way, the culture and art festivals such as holding the Kim Whanki art festival are held utilizing the characteristics of the region that produced world-famous master such as Kim Hwan-ki. Shinan County needs to make more efforts to strengthen its regional competitiveness through the creation of a culture and arts tourism environment utilizing these characteristics. This is because now it is necessary to shift away from quantitative growth as in the past and into qualitative growth in which Shinan County's art, history, culture, tradition, and geographical characteristics harmonize. The purpose of this study is to suggest human - centered sustainable development directions such as Kim Hwan - gi as a direction to develop marine tourism contents based on cultural arts in Sinan County. In other words, it should develop people-oriented marine culture and arts tourism contents such as Kim Hwan-ki flowerbag and link them with culture arts and tourism industry. The purpose of this study is to find ways to strengthen tourism competitiveness in Shinan area. To this end, we analyzed cases of Naoshima Island in Japan, which is a success story that developed local culture and art tourism contents into culture and art tourism industry. This helped to grasp the condition of Hwan Wha Kim, who is the source of local cultural arts and tourism contents and source of Shinan cultural arts source. As a result, this study suggested the direction of development of marine tourism contents based on cultural arts in Sinan area with 'human' centered storytelling. Shinan's cultural-art resources refers to the culture and arts and marine tourism contents of Hwan-whan Kim, who contributed historically to local culture and socio-cultural development. Therefore, we deeply analyzed the limitlessness and fineness, personality and sociality, passivity and activeness in the relation of ‘art object + artist + artwork + reader, audience, audience’. Through this, we can see that the figure and activity of people in Shinan are permeated. As a culture and arts tourism island where the people, traditions, culture and nature of the island of Sinan are harmonized, the development direction of culture and arts and marine tourism contents of Shinan County will contribute to the formation of new image and growth engine of Sinan County. Therefore, in future research, it is hoped that practical research will be conducted to develop the development direction of this paper into systematic and in-depth sustainable contents and tourism course.
