This study focuses on the complaints made by residents which published on Japanese public agency websites. Based on the definition of each strategy, the sentences of dissatisfaction were divided into each complaining strategy, and the degree of Face Threatening Act of each strategy was analyzed from the perspective of the impoliteness strategies. And the combination of complaining strategies was also considered from the perspective of discourse structure. As a result, the following findings were revealed. (1) When expressing dissatisfaction, Japanese frequently use the strategies of “pointing out an undesirable situation or action”,“offering suggestions”, and “explaining the evidence or reasons for dissatisfaction”. (2) From the perspective of impoliteness strategies, when Japanese residents express dissatisfaction, they tend to threaten the positive face of the other side. (3) From the viewpoint of discourse structure, Japanese tend to use the pattern of “pointing out an undesirable situation or action + presenting a suggestion”.
