본 연구는 시민들의 실질적인 관여에 기반한 민주적 거버넌스가 실현되는 기제와 과정을 고찰하고자 한다. 이를 위해 시민교육에 관한 업무를 수행하는 거버넌스기구인 독일 연방정치교육원과 스웨덴 성인교육위원회 등 두 가지 사례를 분석함으로써 민주적 거버넌스의 실현에 관한 시사점을 도출한다. 독일 연방정치교육원의거버넌스 구조는 시민사회의 의사를 잘 반영하는 정당민주주의와 결부돼 있다. 정당정치 기제를 통해 정권에 따른 교육의 관제화를 견제하고, 관련주체들 간의 합의하는 과정이 이루어진다. 스웨덴 성인교육위원회의 경우 시민사회의 의사가 공적의사결정으로 직접 이어진다. 광범위한 학습공동체들을 통해 시민들의 의사가 발현되고 이들이 소속된 시민교육 기관/단체들을 통해 의사가 수렴되는 결사체민주주의와 시민교육 기관/단체들의 연합체들이 파견한 대표들에 의해 성인교육위원회의공적 의사결정이 내려지는 조합주의가 거버넌스의 주요 기제로 작동하고 있다.
This study aims to analyze mechanism and process which makes democraticgovernance based on effective civic engagement. I examine two cases ofgovernance institute for civic education; 'Federal center for politicaleducation'(FPE) of Germany and 'Adult education council'(AEC) of Sweden. Then Iget some insights on how works democratic governance. Governance structuresof FPE involve party democracy which represent civil society. With thismechanism of party politics, Germans control educational manipulation bygovernance and make consensus on political education. In case of AEC, adecision of civil society is regarded as a public decision on adult education. Opinions of citizen formed through study circles, and represented by variouseducation organizations and umbrella organizations; Associative democracymechanism. Then representatives from each umbrella organizations makedecisions as a public decision; Corporative mechanism.
