본 연구는 남원지역에서 일어난 독립만세운동 기념물 제작 과정에 주목해서 그 의미를 분석하는 것을 목적으로 한다. 지역사회가 기념물을 건립하는 과정에서부터 완공 후 이를 상징체계로 편입하여 정체성 확립에 활용하는 과정이 본 논문의 주요내용이다.
지역사회는 기념탑 건립 전 과정에 걸쳐 단단한 내부의 결속력을 바탕으로 다양한 이해집단과의 정치적 협상을 주도하면서 의미 있는 성과를 이룩했고 이를 지역사회의 자산으로 축적했다. 지원금 확보를 둘러싼 지역정치권과의 교환적 상호작용, 기념탑 설계와 시공에 관한 전문가 집단과의 갈등적 상호작용 및 기념탑에 새길 유공자 선정을 위한 독립운동가 후손과의 타협적 상호작용이 그것이다.
거시적으로 보면 개인이나 지역은 사회나 국가라는 상층부의 하부 단위로 규정되어 피동성과 예속성이 전부인 것처럼 보이지만 실은 그렇지 않다. 그 속에는 지역사회가 가지는 능동성과 주체성이 발휘되고 있다는 점을 본 논문에서 피력한다. 30년 가까이 지속되면서 산업화와 개방화라는 거대한 시대적 물결이 몰고 온 총체적 쇠락 현상을 반전시키기 위해 지역사회는 만세운동 기념탑 건립이라는 문화운동 체계를 만들었다. 이를 기반으로 독립만세운동의 터전이라는 정체성을 확립하기 위해 노력한 결과 만세운동 기념탑과 삼일절 기념행사 유치라는 상징물과 행사를 보유하게 되었고 이를 주체적으로 활용하여 지역 정체성을 재생산, 강화할 수 있게 되었다.
The purpose of this study is to analyze the significance of the process of making the monument of independence movement in Namwon area. The main content of this paper is the entire process of building the monument from the initial step to the final one incorporating it into the symbol system and establishing the identity. Throughout the process of building the monument, the local community has made meaningful achievements by leading political negotiations with diverse stakeholders based on solid internal cohesion and accumulating them as assets of the local community. Exchange interactions with local political circles around securing subsidies, conflictual interactions with specialist groups on the design and construction of the monument, and compromised interactions with descendants of the independent movement for the selection of patriots whose names would be inscribed in the monument. From a macro perspective, individuals and regions are frequently defined as subordinates of a society or state, which seem to be passive and subordinate, but in fact they are not. In this paper, it is shown that the activeness and subjectivity of the local community is exercised. In order to counter-act against the global decline that has been driven by the huge wave of industrialization and free-market policy that lasted for nearly 30 years, the local community has made a cultural movement for the building of the memorial tower of the March 1st independence movement and made efforts to establish its identity as the base of the independence memorial rituals in the region. It has become a major symbol of the anniversary of March 1st movement, and it is able to reproduce and strengthen local identity by using it as a subject.
