약소국들은 외교정책의 결정 및 집행과정에서 힘의 열세에도 불구하고 강대국에 대해 외교적 기동성을 발휘할 수 있으며, 그 기동성을 확보하기 위한 전략은 다양하다. 여기서 ‘외교적 기동성’이란 강대국의 강압적 간섭을 그대로 수용하지 않으면서 여러 전략을 통해 정책적 대안을 확대해 나가며, 대안 확대과정을 통해 초기에 설정된 정책 목적을 효율적으로 달성할 수 있는 행위 및 능력으로 정의되고 있다.
이 논문에서는 ‘외교적 기동성’이라는 개념을 이용하여 강대국이 부과하는 구조적인 제약을 벗어나려는 역대 한국정부의 능동적이고 적극적인 노력과 그 조건을 규명하는데 초점을 두었다. 즉 몇 개의 주어진 조건에 부합만 하면 약소국도 강대국과의 관계를 부분적으로나마 변화시킬 수 있으며, 그들의 이익을 강대국에 강제할 수도 있는데, 과연 어느 조건하에서 그것이 가능한지를 규명하고 있다.
이 논문의 종속변수라 할 수 있는 약소국의 기동성 확보전략은 순응, 저항형 항의, 공생형 다변화로 유형화하였으며, 기동성 확보전략의 생성에 영향을 미치는 변수들로는 국제체제적 수준에서 지역질서, 국가적 수준에서 상황대응능력을 상정하였다. 약소국 외교정책에 관한 기존 연구들이 주로 국제체제적 수준에서만 핵심변수를 도출한 것과는 달리 이 논문에서는 국제체제적 수준과 국가적 수준의 변수를 절충하여 한국의 외교정책을 설명함으로써 기존 연구들의 설명력을 보다 확대시키려 노력하였다.
이 연구의 정책적 함의로는 전형적인 비대칭동맹관계인 한미동맹하에서 한국의 정책적 기동성확보를 위한 예시를 제공하는데 있다. 즉, 북핵, 아프간 파병, FTA, 전작권 전환 추진으로 대표되는 동맹 역할 재조정 문제 등에 직면해 있는 한국의 정책결정자들은 지역질서, 상황대응능력을 고려하여 기회적인 인식을 가질 수 있는 환경을 미리 조성할 필요가 있다는 점을 강조하고 있다.
The object of this study is to analyze Korea's diplomatic maneuverability in asymmetrical relations. Especially, The conditions under which maneuverability is effective and various strategies that enhance maneuverability are main subject of this study. Diplomatic maneuverability enlarges policy options against strong state's pressure or intervention, and accomplishes policy objectives through policy enlargement process. Maneuverability enhancing strategy is dependent variable of this article. It can be stereotyped into three types. Those type are 'compliance,' 'resistance voice,' and 'symbiotic diversification.' In here, Compliance shows the lower maneuverability and symbiotic diversification shows the highest maneuverability. Independent variables of this article are regional order at international system level, small state's capability for facing context at state level. Especially, I subdivide the capability of facing context into state autonomy and capability of resource mobilization, because I emphasize the importance of variable of state level. Previous studies about small state's foreign policy mainly have supposed system level as independent variable. The argues of this study is as below. The more regional order is cooperative, and the capability of facing context of small state is increasing, the more small state's diplomatic maneuverability will be increasing. The results of study in Korean case are as belows. First, Mutual Defense Treaty Between Korea and U.S.A in Lee Syngman government is a resistance voice type. Second, Treaty on Basic Relations Between Korea and Japan in Jang Meoyon · Park Jeonghee government is a compliance type. Third, Northern Policy in Rho Taewoo government is a symbiotic diversification type.
