이 글은 환동해 지역협력을 신지역주의 관점에서 접근한다. 탈냉전과 함께 해역을 중심으로 형성된 국지경제권 중에서 환동해권 지역협력은 동북아에 결여된 다자주의 국제협력의 대안으로서 잠재력을 갖는다. 이러한 배경에서 이 글은 환동해 신지역주의를 네트워크 공간의 제도화 관점에서 고찰하고자 한다. 이를 위해 우선 신지역주의 개념을 고찰한다. 다음으로 환동해권의 전통 국제질서와 초국가협력의 유산을 살펴봄으로써 환동해 신지역주의의 내생적 동인과 제도화의 필요성을 설명한다. 나아가 환동해권 신지역주의의 제도화 기제로서 도시네트워크와 광역두만강개발계획을 분석한다. 본 연구를 통해 환동해 신지역주의가 함축하는 동북아지역질서의 변용과 그 특수성에 대한 이해가 심화될 것으로 기대한다.
This article approaches the regional cooperation in the East Sea Rim in light of new regionalism. Among local economic zones which have been shaped around maritime areas since the end of the Cold War, the East Sea Rim cultivates an alternative model to the multilateral international cooperation that is lacking in Northeast Asia. In this context, this paper focuses on the East Sea Rim new regionalism in terms of institutionalization of network space. It reviews the concept of new regionalism and investigates the traditional international order and the heritage of transnational cooperation to illuminate endogenous drivers of new regionalism in the East Sea Rim and the necessity of institutionalization. Moreover, It analyses city networks and the Greater Tumen Initiative as mechanisms of institutionalization. This article anticipates deepening our understanding of the transformation of regional order implied by the new regionalism in the East Sea Rim and its particularity.
