연구 목적: 대학에서의 통일교육의 의미를 바탕으로 대학에서의 통일교육이 활성화될 수 있도록 「통일교육 지원법」상 개선방안을 검토하였다. 연구 방법: 2018년 「통일교육 지원법」의 개정된 내용을 정리하였으며, 관련 연구논문을 분석하였고, 입법과정에서의 다양한 논의 등을 함께 정리하였다. 연구 내용: 1999년 「통일교육 지원법」 제정 이후 통일교육에 대한 일반 논의를 바탕으로 2018년 「통일교육 지원법」상 대학에서의 통일교육에 대한 내용을 연구하였다. 이를 통하여 자율성을 보장하는 대학의 교육에서 통일교육을 강제할 수는 없지만 재정지원 등과 같은 지원을 통하여 대학에서의 통일교육을 활성화할 수 있음을 확인하였다. 결론 및 제언: 대학에서의 통일교육을 활성화하기 위해서는 대학에게 통일교육을 의무화하는 것은 대학의 자율성을 침해할 수 있기에 신중해야 한다. 다만, 「통일교육 지원법」에서 대학에서의 통일교육 활성화를 위한 법적 기반만을 충실히 마련하고 그 시행에 있어서는 대학의 자율성에 바탕으로 정부가 여러 가지 지원책을 통하여 간접적으로 통일교육을 하는 방향으로 이끌어야 할 것이다.

This study to review improvement measures under the ‘Unification Education Support Act’ so that unification education in universities can be activated. To this end, the revised contents of the 2018 ‘Unification Education Support Act’ were summarized, related research papers were analyzed, and various discussions in the legislative process were summarized together. Therefore, after the enactment of the ‘Unification Education Support Act’ in 1999, the contents of unification education in universities under the ‘Unification Education Support Act’ in 2018 were studied, and it was confirmed that unification education in universities could not be enforced. In order to revitalize unification education in universities, making unification education mandatory for universities can violate the autonomy of universities, so it should be careful. However, the ‘Unification Education Support Act’ should faithfully prepare only the legal basis for revitalizing unification education in universities, and in its implementation, the Government should lead to indirect unification education through various support measures based on the autonomy of universities.
