본 연구에서는 학생 자원봉사활동과 정책에 관한 이론적 근거를 탐색하고, 제도 맥락주의적 관점과 Riggs(2001)의 법률근거방식을 접목하여 2005년 「5ㆍ31 교육개혁」 이후부터 2017년 현재까지 학생 자원봉사활동의 역사적, 맥락적 요인간의 상호작용을 고려한 내용분석을 통해 학생 자원봉사활동의 기본 원칙 및 인정ㆍ보상, 자발성과 무급성/비보수성과 관련한 쟁점을 분석, 논의하였다. 1995년 「5ㆍ31교육개혁」을 기점으로 학생 자원봉사의 개념 정의는 개인의 이타성을 강조한 ‘자선적, 박애주의적 패러다임’에 기초하여 ‘전통적인 동기이론모델’, ‘현장모델’에서 ‘Volunteerism(자원봉사주의)’, ‘시민사회/시민서비스 패러다임(civil society/civic service paradigm)’에 기반 한 ‘시민성(citizenship)모델’또는‘(공공)기능주의모델’로 전환하고 있으며, 초ㆍ중ㆍ고등학생 자원봉사활동은 학교 교육과정의 일부로 인식하고 있다. 학생 자원봉사활동 쟁점과 관련하여 초ㆍ중ㆍ고등학생(초등 및 중등교육)과 대학생(고등교육) 간의 자원봉사활동의 개념 정의, 기본 원칙과 인정ㆍ보상의 비일관성 및 분절성문제를 지적하고, 학생 자원봉사활동의 일관된 원칙 수립과 통합적인 관리방안 마련의 필요성을 제기하였다.

In the study, I explored the conceptual definitions of volunteering and volunteer activities/actions of students, and deliberated on the key issues of the students’ volunteer actions/activities that have encountered from the 「5·31 Education Revolution」 in 2005 to 2017, the present. I demonstrated and represented the particular issues(the free willingness of participation to help others; non-monetary rewards or un-paid work, etc)of and the nature of students’ volunteering policies by the historical and contextual analysis. From the perspective of historical institutionalism, it revealed that we have experienced from traditional motivation model or workplace model (on the basis of philanthropy paradigm) to citizenship/civic service model or the (public) functional model(on the basis of volunteerism) in students’ volunteering policies. In regard to the issues of student’s volunteering activities/actions, it should be considerably aware of the lack of the consistency: the principles and the official recognitions of volunteer activities between the elementary/middle/high school students and college students. In conclusion, it may be primarily formalized for student volunteers that the policy goals and principles of informal and formal volunteerism, the short-term and long-term initiatives and plans, and official administration/management in the substantial and consistent manner from elementary to higher education.
