초록

지방교육행정기관은 변화하는 교육행정 수요와 질 높은 교육환경을 지원하기 위한 교육공무원들의 행동 변화가 요구되고 있는 상황에서 부하직원들의 성취지향적 행동과 미래를 스스로 창도해 나갈 수 있는 열정이 필요하다. 본 연구는 거래적 및 변혁적 리더십의 효과에 관한 이론 및 개념적 논거를 기반으로 지방교육행정기관 관리자의 리더십 행동과 조직구성원들의 직무만족 및 조직몰입간의 관계를 경험적 접근을 통해 분석하여 살펴보고, 분석결과를 토대로 지방교육행정기관의 효율적인 인적자원관리 방안을 모색하기 위한 정책적 함의를 제시하는데 목적을 두었다. 이 연구의 분석결과에 의한 핵심적 내용은 지방교육행정기관의 리더십을 통한 인적자원관리 전략은 어떤 목적과 결과(직무만족 또는 조직몰입의 효과)를 기대하느냐에 따라 리더십 행동이 달라져야 한다는 것을 제시하였다. 분석결과를 토대로 하여 정책적 함의는 다음과 같이 제시하였다. 첫째, 개인별 특성에 따른 맞춤식 리더십 행동이 요구된다. 둘째, 지방교육행정기관 공무원에게 있어서 직무만족과 조직몰입을 높이기 위해서는 선택적 리더십 행동이 발현되어야 한다. 셋째, 거래적 및 변혁적 리더십과 직무만족 및 조직몰입의 관계에 대한 적합한 관리방안이 모색되어야 한다.
