Energy Transition and EERS: A Viable Policy Measure to Demand-side Management

본 논문은 에너지 전환을 효과적으로 추진하기 위해서는 전력공급 차원만 강조하는 것이 아니라 수요관리를 포함해서 사고해야 하다는 문제의식 하에 한국적 상황에서 효과적인 수요관리의 수단으로 에너지효율향상의무화제도를 분석한다. 본 논문은 첫째, 수요관리를 에너지 전환의 사고 속에 포함하기 위해 전력원 구성에서 에너지효율화(EE)를 포함해야 한다고 주장한다. 둘째, 에너지효율향상의무화제도(EERS)를 도입할 때 에너지 전환에 어떤 기여를 할 것인가에 대한 시물레이션 결과를 제시함으로써 수요관리 중에서도 EERS에 주목해야 한다고 주장한다.

This article analyses the effect of EERS as a viable policy measure to demand-side management(DSM) amidst the national energy transition in Korea. The findings of the study suggest that demand reduction through energy efficiency(EE) should be included in the electricity generation portfolio in order to correctly capture and intuitively understand the impact of energy efficiency measures in long-term electricity supply plan. Moreover, the simulated impact of EERS to the electricity demand shows that EERS can be the most effective methods among many available EE practices if properly implemented.
