This study raises the question of why labor-friendly capitalist states collect more taxes from the labor. Confirming empirical facts and providing theoretical discussions of the natures of the capitalist state, this study argues that when a capitalist state seeks to weaken its structural dependence on capital and strengthen the public nature of the state, an important prerequisite is the moderation of capital tax burdens for the expansion of the state's fiscal capacity. This study also argues that the development of the welfare state as the reflection of the public nature of the state can be seen as the product of political exchange between the state and capital, gaining capital's consent and compliance with the expansion of the state's fiscal capacity and accepting in return the moderation of capital tax burden. In this political exchange, the labor has their political motivations to participate in the non-market coordination with capital at the labor market level and at the same time endures their higher burdens of fiscal contributions for financing the welfare state.

이 연구는 왜 노동 친화적 자본주의 국가가 노동으로부터 더 많은 조세를 징수하는가라 는 질문을 제기한다. 경험적 사실확인과 자본주의 국가의 본질적 특성에 대한 이론적 논 의를 통해, 이 연구는 자본주의 국가가 자본에 대한 구조적 의존성을 완화하고, 국가의 공 적 특성을 강화하고자 할 때, 중요한 전제조건은 국가재정 능력의 확장에 대한 자본의 동 의와 순응을 얻기 위한 자본의 조세부담 완화임을 주장한다. 국가의 공적 특성의 강화로 서 복지 국가의 발전은 국가의 재정 능력 확장에 대한 자본의 동의와 순응을 얻고, 대신 자본 조세부담의 완화를 수용하는 국가와 자본 사이의 정치적 교환의 산물로 볼 수 있다. 이 정치적 교환을 통해 노동은 노동 시장 수준에서 자본과의 비시장적 조정에 참여할 정 치적 동기를 가지며, 동시에 복지 국가의 재원을 위한 노동의 높은 재정적 부담을 수용할 수 있다.
