The purpose of this article is to examine the problem of traditional proposition theory that claims to judge the truth and false of propositions through direct correspondence with the state of affairs that exist in the outside world, and to see where the situation based on judging the truth and false of propositions exists. In studies dealing with sentence meaning, the meaning of the sentence was perceived as a proposition. It is known that the truth and false of a proposition is determined by directly responding to state of affairs that exists in the outside world and is within a particular model. A proposition with these features has several problems. First, judgments of truth and false on proposition can be fluid. Second, depending on the world behind the existence of the state of affairs, the judgment of truth and false on the proposition may be flexible. The judgment of the truth and false of proposition does not depend on the existence of the state of affairs in the outside world, but on whether the state of affairs exists in the world that the speaker has conceptualized. Although Frege was concerned that communication would not be able to be successfully carried out with psychological concepts, speakers and listeners wishing for the success of communication can use the proposition as a common ground by mutually coordinating their individual actions.
