1593년 상반기 명군과 일본군의 강화협상이 시작되기 직전, 특히 1593년 1월부터 2월 말까지 전개된 일본군의 주요 작전 중 하나가 함경도 부대의 퇴각이었다. 이후 한성에 집결한 일본군은 한성에서 충주 인근까지 유기적인 작전선을 구축해 한강 이남의 전력을 증강시키는 동시에 신병 증파설 · 서해안 공격설 · 명 본토 공격설 등을 유포하며 강화협상을 대비했다. 조선은 행주대첩 전후 함경도 일본군의 심상치 않은 이동, 특히 함흥으로 올라간 가토 기요마사 부대와 남쪽으로 후퇴하는 다른 부대의 움직임에 주목했다. 전자의 움직임에 대해서는 경성으로 진군하지 않는 명군과의 접촉 시도로 파악해 명군 수뇌부에 신속한 한성 진공을 호소했고 후자의 움직임에 대해서는 매복과 기습으로 압박했다. 이후 조선군은 한성에 모인 일본군이 경기 · 강원 · 충청 일대를 포함하는 중부 전선을 재편하는 상황을 면밀히 주시하며 명군과의 군사 협력을 강화하고자 노력했다. 이 과정에서 조선은 벽제관 전투 이후 강화협상을 모색하는 명군과 전열을 가다듬는 일본군을 상대로 자국의 안보를 수호해야만 하는 새로운 국면의 난관에 봉착하게 된다. 따라서 1593년 2월 말 함경도 일본군의 퇴각은 조선, 명, 일본이 어떤 전략을 구사해서 각자의 전쟁을 치렀는가를 생생하게 보여준다. 이러한 접근은 전면전을 통한 일본군의 완전 구축을 천명한 조선과 변화하는 전황 속에서 제한전의 방식을 취하려는 명, 그 양자 사이에 구축된 군사 협력의 성격을 보다 입체적으로 파악하는 데 일조할 것이다.

One large-scale military operation of the Japanese troops before the peace talk with the Ming troops during the first half of 1593 was the retreat of Katō Kiyomasa’s army from Hamgyŏng Province, located in the northeastern part of Korean Peninsula, in the second lunar month of 1593. After the withdrawal, the Japanese troops reinforced war potential along the strategically important areas south of the Han River in such a way that new lines of military operations stretched as far south as Ch’ungju in Ch’ungch’ŏng Province. Simultaneously, they also spread information about extensive military reinforcement, attack on the west coast of Chosŏn, and attack on the east coast of Ming in order to take over an advantageous position in peace negotiations. Meanwhile, Chosŏn paid close attention to the movement of the Japanese troops in Hamgyŏng Province after the Battel of Haengju, specifically one unit under Kiyomasa heading northwards for Hamhŭng and the other going down southwards. To counter Kiyomasa’s advance geared presumably to making contact with the Ming army, the Chosŏn government asked the Ming commanders to launch a massive offensive against the Japanese troops. To stop the other unit, the Chosŏn army made use of ambushes and surprise attacks. And, as opposed to the reinforcement of the Japanese troops after the withdrawal, the Chosŏn government not only observed carefully how they rebuilt their military strength in the central frontline area, including Kyyŏnggi, Kwang’wŏn and Ch’ungch’ŏng provinces, but also took great effort to facilitate joint operations with the Ming army. Nevertheless, the Chosŏn government found itself confronted with difficult circumstances in which to protect its own security vis-à-vis the Ming army, in search of a peace talk with the Japanese army, as well as the Japanese army, in preparation of counteroffensive operations, during the time. Hence, the retreat of the Japanese army from Hamgyŏng Province in the second lunar month of 1593 displayed vividly the way Chosŏn, Ming, and Japan fought in the war on their terms. This approach will enable us to illuminate the manner in which the Chosŏn government pursued a total war against Japan and the Ming army waged a limited war against Japan and to comprehend the state of the military cooperation between Chosŏn and Ming.
