조선후기 윤음은 국왕이 직접 쓴 담화문의 성격을 띠고 있는데 대규모로 인쇄되어 전국에 배포되었다. 더욱이 일반 백성을 위해서 언해까지 이루어졌다. 『유중외대소신서윤음(諭中外大小臣庶綸音)』(1782)은 바로 이같은 과정을 엿볼 수 있다. 게다가 이 자료에는 정조연간 정치지형의 변화를 초래한 송덕상사건의 치죄과정이 담겨져있다. 그 사건의 영향은 다음과 같다.
첫째, 탕평정치의 회복이다. 이 사건 이후 재상의 권한이 강화되어 인사권을 회수하였다. 산림 초치의 중단은 역설적으로 탕평정치의 제도적 기반이 갖추어지는 기회가 되었다. 이로써 붕당정치의 모습에 가까웠던 정치형태를 군주중심의 탕평정치로 전환하였다. 둘째, 사회적 개혁의 필요성 절감이다. 송덕상 명예회복을 명분으로 내세워, 지방과 중앙을 포함하여 다양한 계층이 역모에 가담하였다. 이를 계기로 정치세력의 다변화가 이루어졌고 사회경제 개혁이 다각도로 모색되었다. 셋째, 향후 정치세력의 재편이다. 곧 시파와 벽파의 분기가 이루어졌다. 이 역시 송덕상사건의 여파였다. 결국, 『유중외대소신서윤음』은 정조연간 정국변동의 제반양상을 모두 포괄하고 있어, 정치사적으로 매우 중요한 자료임을 알 수 있다.

Second, it was an awareness of necessity for social reform. On recover Song Deok-sang’ honor, the number of diverse classes, including provinces and central regions, was involved in the revolt. As a result, political group was diversified, social and economic reform were sought from various views. Third, it was the reorganization of political forces in the future. That is to say, they are divided into Sipa and Byeokpa factions. It was also the effect of the Song Deok-sang Inicident.
