본 연구는 사회복지 분야 국고보조사업의 확대가 기초지자체의 정책영역(경제개발ㆍ사회개발ㆍ일반행정)별 자체사업에 미치는 영향을 실증분석 한다. 이를 통해 그동안 복지재원을 마련하는 과정에서 나타난 지자체의 자체사업 축소와 구성의 변화를 검토하였다. 이는 지자체의 자율성과 지역의 장단기 발전에 직ㆍ간접적으로 영향을 미친다는 점에서 주목할 필요가 있다. 이에 본 연구의 주요 결과와 시사점은 다음과 같다. 복지보조사업 확대는, 첫째, 지자체의 자체사업을 모든 분야에 걸쳐 축소시킴으로써 세출 자율성을 저해한다. 둘째, 다른 부문 중에서도 경제개발 자체사업을 가장 크게 축소시킴으로써, 장기적인 지역경제 활성화에 부정적인 요인으로 작용할 것이다. 셋째, 사회개발 분야의 자체사업을 축소시키는 구축효과를 발생시킨다는 점에 유의할 필요가 있다. 넷째, 시ㆍ군ㆍ구별 경제ㆍ사회적 여건을 반영한 정책개발이 필요하다.

This study empirically analyzes the effects of the expansion of state subsidy programs in the social welfare sector on the own-projects of local governments. The financial pressures caused by the increase in expenditure on the welfare sector are likely to change the expenditure structure while also reducing essential public services that local governments must supply. The main results and implications of this study are as follows. First, the expansion of state subsidy programs impedes the appropriation of funds by reducing the number and scope of local government’s own-projects across all sectors. Second, among the other sectors, the largest reduced sector was the economic development sector, which will be a negative factor in the long-term activation of regional economies. Third, it creates a crowding-out effect that shrinks the capacity for local government’s own-projects in the field of social development. Fourth, it should be noted that the changes in expenditure structure will differ among local governments.
