세계는 전쟁과 테러 그리고 내전 등으로 인해 자유와 평화에 대한 위협이 증가하고 있다. 북한의 군사적인 도발도 증가하고 있는 상황에서 북한의 경제특구를 활용한 남북한 경제교류협력은 21세기 신냉전구도속 한반도를 평화와 번영의 한반도로 변화시킬 수 있다. 이에 본 연구는 지정학적, 경제학적으로 최적지인 남한의 인천광역시(인천시, 인천)와 북한의 해주시의 경제를 활성화하고 남북협력의 중심이 되게 하기 위하여 남북한 기업경영을 위한 국제자유무역지대(IFTZ)선도방안에 대한 탐색적 연구를 제시하려 한다.
인천과 해주는 기술과 자본, 자원(물적, 인적) 최적의 입지로 산업경제구조상 상호 보완성을 가지고 있다. 2011년 인천시는 해주시와 자매결연을 맺고 경제협력과 사회문화교류를 구상하면서 경제수도 인천에 대한 비전을 준비해 왔다. 인천시는 해주공업단지 개발목적으로 300MW급 화력발전소를 건설하려는 계획을 내놓기도 했다. 그리고 서해중심의 광물자원 개발과 풍력과 조력 에너지 등에 대한 연구도 진행 중에 있다. 서해에는 4차산업혁명과 관련된 풍부한 광물자원이 부존하고 있어서 남한과의 경제협력 시 경제적인 부가가치가 클 것으로 보인다. 서해평화협력시대가 도래함에 따라 인천-해주 국제자유무역지대에 대한 전략적 접근과 미래예측을 위한 전략수립에 있어서 SWOT분석은 매우 유용한 하나의 도구이다.
연구 결과를 통해 인천과 해주가 서로 윈윈(win-win)이 가능한 남북경제협력의 5가지 전략과 방향을 제시하면 다음과 같다. 첫째, 황해남도 재령과 연안평야에 대한 농업현대화 지원이다. 둘째, 인천-해주 국제자유무역지대 법적 체계화이다. 셋째, 인천-해주 최첨단산업단지 사업 등 실행 프로젝트 계획수립이다. 넷째, 항만·철도·도로 인프라건설 및 에너지산업육성이다. 다섯째, 남북한 미래경제 ‘생존플랫폼’으로 ‘4차산업혁명 리드’ 등 마스터플랜을 통해 한반도 평화와 번영의 시대를 준비해가야 한다.

At present, threats to freedom and peace are increasing worldwide due to war, terrorism, and civil war. With North Korea"s military provocations also increasing, inter-Korean economic exchange and cooperation using North Korea"s special economic zones can transform the heated Korean Peninsula into a Korean Peninsula of peace and prosperity.
Therefore, this study proposes a plan to lead the Incheon-Haeju International Free Trade Zone(IFTZ) for inter-Korean economic cooperation in order to revitalize the economies of Incheon and Haeju, which are optimal geopolitically and economically.
The Incheon and Haeju have complementary characteristics in the industrial economic structure as the optimal location for technology, capital, and resources (material and human).
In 2011, the Incheon city established a sister relation with Haeju city and has been preparing a vision for the economic capital Incheon, envisioning economic cooperation and social and cultural exchanges. The Incheon city also presented a plan to build a 300MW thermal power plant for the purpose of developing the Haeju Industrial Complex. In addition, research on the development of mineral resources in the West Sea and wind and tidal energy is in progress. The West Sea is rich in mineral resources related to the 4th industrial revolution, so economic cooperation with South Korea is expected to bring great economic value. With the advent of the era of West Sea peace and cooperation, SWOT analysis is a very useful tool in strategic approach to the Incheon-Haeju International Free Trade Zone and in establishing a strategy for future prediction.
Through the results of the study, five strategies and directions for inter-Korean economic cooperation that can be mutually win-win between Incheon and Haeju are suggested as follows. First, it is support for agricultural modernization of Jaeryeong and Yeonan plains in Hwanghaenam-do. Second, it is the legal systematization of the Incheon-Haeju International Free Trade Zone. Third, project planning for Incheon- Haeju High Tech Cluster should begin. Fourth, energy industry and infrastructure (port, railroad, highway) should be built. Fifth, inter-Korean platform should be built to lead the 4th Industrial Revolution and prepare for the prosperity for the Korean Peninsula.
