본 논문은 한국의 공적개발원조 정책을 원조배분 측면에서 실증적으로 분석한다. 원조효과성 증대를 위해 공여국과 수원국 간의 원조분배 정책의 조화는 필수적이다. 기존 연구들이 주로 공여국인 한국 내부에 국한된 원조배분 결정과정의 문제점을 분석했던 것과 달리, 본 연구는 지난 6년 동안 한국이 선정한 아프리카 중점협력국들의 정치, 경제, 사회적 결핍현황을 분석해 이들에게 제공된 한국의 ‘빈곤퇴치 및 지속가능한 발전을 위한’ 공적개발원조가 이러한 측면에서 적절하게 배분되었는지를 실증적으로 분석한다. 분석 결과, 한국의 아프리카에 대한 대외원조규모는 점진적인 증가추세를 보이고는 있으나, 중점협력국에 대한 ‘선택과 집중’ 원칙은 일관되게 적용되지 않아 제한된 원조자산이 필요국가에게 집중적으로 배분되지 못하고 있었다. 또한 유상원조의 비율이 무상원조보다 점차 높아지고 있어 빈곤퇴치라는 대외원조의 본래적 가치가 희석되는 경향이 있으며, 무상원조의 경우 너무나 다양한 영역에 대한 지원이 이뤄지고 있어 원조 효과성을 높이기 어려운 구조적 원인이 발견되었다. 이러한 결과를 바탕으로 본 연구는 한국의 공적개발원조정책에 있어서의 기본 가치 및 목표를 우선적으로 확립할 것을 제안하며, 동시에 수원국의 현실적인 필요에 적합함에 초점을 맞춰 원조 효과성을 높일 수 있는, 그리고 제한된 원조자산으로부터의 효과를 극대화시킬 수 있는 전략이 필요함을 강조한다.

This paper evaluates the performance of South Korea’s ODA focusing on aid allocation criteria. In order for a donor to improve her aid effectiveness, she should develop aid allocation policy based on what recipients want to develop. As tracing back the political, economic and demographic characteristics of those ODA recipients in Africa in particular, this paper investigates from which criteria South Korea has delivered different aid portfolios to those recipients between 2007 and 2012 and how substantially such selection criteria reflect universal values of those UN Millennium Development Goals as a dominant discourse in the field of development assistance as well as practical national interests of South Korea. Our empirical analyses demonstrate that while the total amount of ODA toward African recipients is gradually increasing, the focusing strategy has not been consistently used in selecting priority countries.
Besides, as the aid flow from EDCF account is increasing in aid portfolio, this trend is expected to impose another financial constraint for aid recipients in combating poverty. It is also observed that the grant aid is allocated to a wide range of sectors with a negligible amount, which indicates that such aid portfolio is less likely to enhance aid effectiveness. This research thus suggests that South Korea needs to establish its own value system and priorities in development assistance in the first place, which will be consistently applied to the official development assistance policy. At the same time, it is strongly encouraged that an optimal strategy of delivering ODA, which will satisfy both the needs of recipient and the aid effectiveness, given the limited size of ODA assets in South Korea.
