주택정책 레짐에 대한 탐색적 비교연구 - Esping-Andersen의 세 가지 체제의 적용가능성을 중심으로 -

본 연구의 목적은 서구 선진 복지국가들의 주택정책을 유형화한 기존 연구들을 검토하고, 탐색적인 수준에서나마 주택정책 부문에서도 Esping-Andersen의 세 가지 체제 구분이 타당한지를 검증하는 것이다. 분석 결과 주택정책 영역에서 보수주의와 사민주의 체제 구분의 타당성은 약화된 반면 상대적으로 자유주의 체제의 독특성은 유지되는 것으로 나타났다. 하지만 자유주의 체제의 경우에도 자유주의 체제에 속하는 기존 국가들에 다른 체제에 포함되었던 일부 국가들이 추가되어 하나의 군집을 형성하였다. 이 결과들을 종합하면 주택정책 유형화에서는 Esping-Andersen의 세 가지 체제 구분을 그대로 적용하는 것은 적절치 않다는 결론이 도출 가능하다.

The purpose of this study is to examine the housing policies of western welfare states and to verify whether Esping-Andersen's 3 regime typology can be applied to housing policies. Results show that western welfare states can be categorized into two main cluster groups based on their housing policy, thus refuting Esping-Andersen's typology. The first cluster group consists mainly of Liberal welfare states and a few Conservative and Social Democratic welfare states. The second cluster group consists of both Conservative and Social Democratic welfare states. In conclusion, the results validate that in terms of housing policy, it is inappropriate to apply Esping-Andersen's 3 regimes.
