<特集論文>政党システムとガバナンス : 2つの運動の事例から

Abstract

The 16th Lok Sabha elections were held in India from April to May 2014. After the counting of votes on May 16, it was declared that the Bharatiya Janata Party (BJP) scored a landslide victory over the Indian National Congress. The BJP came back to power by winning a singleparty majority in the Lok Sabha. One of the most important factors that caused the change of government this time was the pressure from the people, who demand good governance from the government. The matter of "governance" will be an important keyword in Indian electoral politics and party politics. The matter of governance has also become important in politics at the state level. We can find two cases of regional parties — the Aam Aadmi Party (AAP) in Delhi and the Telangana Rashtra Samithi (TRS) in Andhra Pradesh - that have boosted their power by having close links with citizens' movements demanding good governance. Both of these two parties were successful in forming a government at the state level. These state-level political phenomena regarding the matter of governance may change the Indian party system in the long term.

インドでは2014年4月から5月にかけて第16次連邦下院選挙が行われ, その結果, 野党のインド人民党が単独で下院の過半数を制する圧勝を収めて, インド国民会議派から政権を奪回した。今回の選挙は, 良い統治 (ガバナンス) を求める有権者からの圧力によって, 政権交代がもたらされた選挙であったと言える。今後, ガバナンスの問題は, インドの選挙政治や政党政治において重要なキーワードのひとつとなるであろう。また, 今回の選挙では, ガバナンスをめぐって州レベルでも興味深い動きが見られた。首都デリーにおける庶民党と南部アーンドラ・プラデーシュ州におけるテランガーナ民族会議の事例は, どちらも, 良いガバナンスを求める人々の運動と関わることによって地域政党が勢力を増大させ, 州政権を樹立するまでに至ったという事例である。このようなガバナンスをめぐる州レベルの動きは, 長期的には, インドの政党システムに対して何らかの変化をもたらすかもしれない。
