Daß "Freifahrervoteile" durch den Risikoverbund der Staaten kompensiert werden können, ist in unmweltökonomischen Untersuchungen kaum beachtet worden. Die risiko-strategische Analyse aber zeigt, daß selbst die Erwartungswertstruktur des statischen GäfaQgenen-Dilemmas in einen Spieltyp höherer Kooperationswahrscheinlichkeit transformiert werden kann. Dies weist auf ein bestehendes Kooperationspotential bei der Begrenzung globaler Umweltrisiken hin. Paradoxerweise können die Kooperationschancen sogar angehoben werden, wenn risikoscheue Staaten ihrer Natur zuwiderhandeln und einseitige risikopolitische Ma?nahmen so gestalten, daß ein relativ großes Restrisiko verbleibt. Insgesamt erweist es sich für die L?sung internationaler Kooperationsblockaden von Nutzen, die bisherfibiichen Beurteilungskriterien umweltpolitischer Instrumente und Technologien um ein weiteres Kriterium zu ergänzen: das "überstaatliche Kooperationspotential".
