As international tourism has increased, the need for political study on the issue has also been increased. International tourism is closely related to important concepts in international politics such as peace, security, national competitiveness, environment, sustainability, gender and so on. Despite this importance, extant studies on this issue are very limited. This study explains and discusses main characteristics of international tourism, diverse perspectives on international tourism, benefits and costs of international tourism, and diverse issues related to international tourism. This study points out high demand elasticity, labor-intensiveness, many substitutes and rival goods, low protection, income redistiribution and many backward linkages as main characteristics of international tourism. This study compares main arguments of the liberal perspective, the critical perspective and the communitarian perspective on international tourism. This study also explains advantages of disadvantages of international tourism in security, political, economic and socio-cultural areas. Finally, this study introduces important issues in international tourism such as pro-poor tourism, ecotourism and gender-tourism linkage. The main purpose of this study is to expand domestic and international political analyses and arguments on international tourism in the future. It is expected that better tourism policies and strategies are suggested in the field of political economy of international tourism in the future.

국제관광이 증가하면서 이와 관련된 정치학적 논의의 필요성도 증가하고 있다. 국제관광은 국제정치학 의 중요 개념인 평화, 안보, 국가경쟁력, 환경, 지속가능성, 젠더 등과 매우 밀접한 연관이 있는 분야이다. 이 러한 중요성에도 불구하고 이 분야에 대한 기존 연구는 거의 찾아볼 수 없다. 이 글은 국제관광의 특징, 관광에 대한 다양한 시각, 관광의 장점과 단점, 그리고 관광과 관련된 다양한 이슈들을 설명하고 논의하고 있다. 관광의 높은 수요탄력성, 노동집약적 특성, 많은 대체재와 경쟁재의 존재, 낮은 보호장벽, 소득재분배적 성격, 그리고 후방 연계 등에 관한 특징들을 설명한다. 그리고 자유주의 시각과 비판 시각, 그리고 공 동체 시각의 핵심 내용을 설명한다. 또한 관광의 장점과 단점을 안보적 측면, 정치적 측면, 경제적 측면과 사회문화 적 측면으로 구분하여 설명하고 있다. 마지막으로 친저소득층 관광, 친환경 관광, 젠더와 관광 등 중요한 사안들을 설명하고 논의하고 있다. 이 글은 향후 국제관광에 관한 정치학과 국제정치학적 논의를 확대시키기 위한 목적을 가지고 있다. 더 많은 연 구와 분석을 통하여 국제관광의 정치경제학 분야가 확대되고 더 좋은 정책과 전략이 제시되길 기대한다.
