Abstract: 政府行为对于技术创新具有突出的影响和推进作用,本文结合辽宁省开展技术创新活动的经验和问题实际,从政府创新系统的功能出发,提出了各级政府的工作重点、路径、方式和方向,为技术创新政策体系的功能完善明确了目标。
