德国能源转型战略及启示

Abstract: 基于对可再生能源首要性和优先性的充分认识,德国选择了以可再生能源为核心的能源转型战略,并提出了积极的能源转型方案。明确的上网电价、灵活的电力市场以及多领域市场开拓为可再生能源发展创造了良好的环境,使德国在可再生能源替代化石能源的道路上取得明显进展。能源转型也是一个复杂的博弈过程,其中成本、技术及利益调整等难题也困扰着德国。中德两国面临着相似的能源与环境挑战,德国能源转型的经验对推进中国能源可持续发展具有重要启示。
