Abstract: The legal effect of administrative act,consisting of formal effect and substantial effect,form the system of its legal effect.Theory and system of seriously and obviously flawed administrative act being of non-formal effect confuses the foundation for the two categories of effects,of which formal effect is based on the form of the administrative act and not related to the flaw in its content and therefore of formal effect with flaw,while substantial effect is based on the substance of its content and therefore various flaws affect its substantial effect to various extent and lead to the legal consequence of its being annulled,being declared illegal and being redressed.
