论大学章程的现实意义——基于法律和文化的视角

Abstract: 建立现代大学制度,大学章程不可忽缺。从法律视角看,大学章程是大学设立的法定要件,彰显了大学的独立法人地位,是大学最根本的规范性文件,具有一定的规范效力,上承国家法律规范下启内部规章制度;从文化视角看,大学章程宣扬大学理念,承载大学文化和大学精神。
