Reseach on Melioration of Land Transfer System: Review on the "Exchanging Land for Social Security" Policy in ChinaChinese Full Text

Abstract: The purpose of this paper is to review existing studies on the "Exchanging Land for Social Security"policy in China in order to establish the foundation and direction for subsequent researches.Methods of documentation and comparative study were employed.The results indicate that"Exchanging Land for Social Security"is beneficial to the amelioration of rural land transfer and social security system,yet the implementation should be conducted with caution according to voluntary principle.It is concluded that the policy should be implemented in accordance with classifications,layers and procedures,considering the interest protection of farmers as the basic criterion.Through the theories of life course and life cycle,the security benefit demands and intergenerational interest relationships of farmers should be analyzed and to find the integrated point between the innovation of land transfer institutions and the establishment of social security system.The institutional arrangements that benefit not only the scale and intensive management of agriculture but also social security system of the farmers should be explored in order to propel the sustainable and healthy development of the economy and society.
