Abstract: There are many deep philosophical implications on becoming XiangJiang River into the Rhine in the east.It reflects that people fully understand the close relation between human and water,it indicates that modernist flyback and self-identity with Chinese traditional water culture,it proclaims the leaders of Hunan Province deeply understand the pollution situation of XiangJiang,it reveals the governors with the Water-borne character readily follow what is right at any time.Higher Education,especially all universities should make contributions in many ways to building the Rhine in the east,for example,leading social ideas,training talents,conducting scientific research,developing new technology and products,establishing the cooperation relations between school and enterprise,etc.
