Abstract: Since the 1960s,a world-wide educational reform wave,Educational Equity become the most important problem that people of all nations usually concern about.This study analyzes the Valuable Practice of the Educational Equity which the Korea,Japan,Britain,France,the United States five countries made,espessially who use the "difference principle" to develop priority education of poor areas,some ideas about using the "difference principle" to develop priority education of poor areas during the process of our Educational Development in poor areas are presented.
