试析英国经验对武汉城市圈“两型”社会建设的启示

Abstract: 英国实施可持续发展战略较晚,却在短时间内较好地缓解了资源与环境的压力,其中的经验教训对武汉城市圈"两型"社会建设综合配套改革试验有着重要的启示作用。英国可持续发展战略主要从减排温室气体、发展再生能源、建设"零能源发展系统"绿色社区、推行垃圾分类回收利用、整治泰晤士河、加大绿化力度等六大方面取得了卓越成效。对武汉城市圈"两型社会"建设而言,必须突出体制机制创新的作用,强调政府调控、市场调节和社会调教三大力量的共同作用是"两型社会"建设的支撑性力量,结合英国和武汉城市圈的共同特点,循环经济和水环境改造是武汉城市圈"两型社会"建设的重点,也是独具特色的亮点。
