平潭综合实验区治理机制创新的思考

Abstract: 作为两岸关系和平发展新形势条件下的国家政策,平潭综合实验区的开放开发具有重大的战略意义。但是由于历史基础条件的局限,定位于由单一"管理"转向两岸"共同治理"全新范式的先行先试区的平潭,在公共管理领域面临着法律制度建设、行政体制管理、公民社会培育等诸多迫切需要厘清与解决的问题。本文分析平潭综合实验区存在的上述制约治理格局形成的因素,并参考借鉴域外治理案例,提出下一步平潭综合实验区应从两岸"共同治理"这一主旨出发,加快解决法律机制保障问题,调适行政管理体制并推动社会组织发展,从而进行良好和有效治理,构建和谐美好的两岸共同家园。
