Abstract: Based on the data of the listed companies during the years from 2003 to 2009,by using stochastic frontier model of Cobb-Douglas production function,we carried out an empirical study on the technical efficiency of low-carbon enterprises and their affecting factors. The research show that the average technical efficiency of low-carbon enterprises is 0.751,and the huge difference exists in changes of technical efficiency among enterprises, meanwhile, the difference has the tendency to expand; The output growth of low-carbon enterprise is mainly driven by the capital, while the labor force contributes less;the ability to employ the fund highly promotes the technical efficiency of low-carbon enterprise;there is a negative correlation appeared between the technological capabilities and the technical efficiency,so is the enterprise scale and technical efficiency;capital structure produces the inhibition on the technical efficiency;the degree of technical inefficiency seems to be lessened gradually, but the trend is not significant.
