Abstract: From 1949,a welfare funds system was set up in China,involving the fund’s application,target,project,form,principle,standard as well as welfare organizations and the balance of payments and provisions.This welfare funds system did well in relieving worries behind and enhancing the efficiency.But it had unreasonable implementation in the assessing procedure and the funds allocation.And the system itself had something that did not accord with the principle of pay according to the amount of work.In addition,material benefits were stressed and spiritual help was neglected.
