Abstract: The North China River Commission,established in 1928 and based on scientific methods of water conservancy construction,was a new water conservancy administrative institution responsible for the northern flood control,irrigation,navigation,hydropower and other water conservancy projects.The committee devoted substantial work in the aspects of North China water measurement,water conservancy survey and construction of irrigation projects,which laid a good foundation for the development of water conservation plans,construction of water conservancy project and the improvement of the water environment in North China.
