Abstract: Improving the efficiency of regional technological innovation is an important content of regional independent innovation ability construction, and it is also a key factor to enhance the competitiveness of regional. In this paper,an improving data envelopment analysis model which based on weight preference information has been used to compute the efficiency of technical innovation about 13 cities in Jiangsu Province. The results show that:①The preference DEA model for the evaluation of decision making units discrimination is obviously better than the traditional DEA model, the middle of Jiangsu have the highest average efficiency of technology innovation, then South of Jiangsu, and finally the North Jiangsu.②The relatively low technological innovation scale efficiency level of Jiangsu would make it be far from constant returns to scale state.③The input redundancy rate of each index is higher, which needs further improvement.
