Abstract: Connotative development is a strategic choice for local universities,and it meets the needs of scientific configuration of local universities’ internal resources and of improving education quality and breeding characteristics.The basic contents of connotative development include talent training,teaching quality,discipline construction,teachers training,characteristics construction,cultural construction and institutional construction.In order to realize connotative development,we should improve education quality,nurture uniersity characteristics,optimize the structure of teachers, enhance academic strengthen,adjust specialties,promote university culture and improve modern university system.
