我国养犬管理立法理念的反思

Abstract: 我国目前的养犬管理立法理念中存在政府职能定位不合理、规制对象有失偏颇、利益保障失衡和动物保护以及福利不到位等不足,这种立法理念已经不能适应我国城市养犬的现状,立法理念的滞后必将导致养犬的畸形发展,后患无穷。因此我国应充分借鉴国外成功经验,树立正确的立法理念,促进养犬的正常有序发展,缓和社会矛盾,增进社会和谐。
