Abstract: This paper suggests that the new round of reform on higher educational institutions should first of all look back on our previous practice and experience in this realm.We also should make the best use of and exploit our research achievements on higher education,and try to seek for some harmonious structure and mechanism on such aspects as institutional construction of modern universities as well as their idealities,goals,missions and functions.In addition,we should persist in the principles of all-around development and moral education first.
